SLA and Service Level in a Contact Center: How to Set and Maintain a Realistic Target

Service Level should not be an arbitrary dashboard number. Learn how to set a realistic target, connect it with ASA, abandonment and quality, and manage queues without compromising customer service.

A customer calls, hears the opening message and waits. From their perspective, the key question is whether they will receive help within a reasonable time. For a contact center, the situation is more complex: agent availability, conversation quality, cost, variable demand and contractual expectations all need to be balanced. That is why Service Level should never be an arbitrary number copied from another operation.

A well-designed service target supports workforce planning and real-time decisions. A poorly designed one can produce permanent overload, excessive cost or pressure to shorten calls artificially. How should a company define its SLA, distinguish it from Service Level and create a model that continues to work outside quiet periods?

SLA and Service Level are not exactly the same

An SLA, or Service Level Agreement, defines the agreed standard for delivering a service. It may include channel availability, operating hours, response and resolution times, reporting, quality, incident handling and escalation rules. It is therefore broader than one telephone metric.

Service Level in a voice operation usually states what percentage of calls were answered within a specified time. For example, an “80/20” target means answering 80% of eligible calls within 20 seconds. This format is common, but it is not a universal standard. The right objective depends on the type of request, customer expectations, contact value, time of day and the economics of the operation.

Before comparing results, teams must also check the denominator. Organizations treat very short abandoned calls, calls disconnected during announcements and contacts outside opening hours differently. Two reports labeled Service Level may therefore measure different populations.

Why Service Level alone is not enough

A high Service Level shows that many calls were answered within the threshold. It does not show whether the customer received the correct answer, had to contact the company again or experienced a compliant, high-quality conversation. It should be interpreted alongside other measures:

  • ASA – Average Speed of Answer,
  • Abandonment Rate – the percentage of customers who leave the queue,
  • First Contact Resolution – the proportion of cases resolved during the first interaction,
  • AHT – Average Handling Time, including after-contact work,
  • occupancy – the proportion of available time spent handling contacts and related work,
  • QA and CSAT – service quality and the customer’s evaluation.

If Service Level rises while First Contact Resolution falls, the team may be answering faster at the expense of effective resolution. If AHT drops sharply while repeat contacts increase, the apparent improvement in availability may be misleading.

How to set a realistic Service Level target

1. Start with customer needs and contact types

An emergency line or a service-blocking incident requires a different response target from a general information request. Demand should be divided by urgency, importance and value. Critical queues may receive higher priority, but the routing rules must be transparent so that one group does not continually displace the others.

2. Analyze the actual demand distribution

A daily average hides peaks. Planning requires shorter intervals that reflect day-of-week patterns, seasonality, campaigns, billing cycles, incidents and marketing activity. It is also useful to understand how long customers are willing to wait and when abandonment is most likely.

3. Compare the cost and value of improvement

Reducing the answer threshold may require a disproportionately larger team because the operation must absorb random variation in arrivals and handling time. The highest technically achievable Service Level is not always the best business objective. The cost of additional availability should be compared with the value of retained calls, customer satisfaction, sales and churn risk.

4. Define the calculation clearly

The definition should specify the time threshold, target percentage, operating hours, covered queues and treatment of short abandons. It should also establish whether performance is evaluated in every interval, as a daily or monthly average, or at several levels. Without these rules, an operation may achieve its monthly number despite delivering very poor availability during many individual periods.

Forecasting and staffing are the foundation

Service Level is not created on a real-time dashboard. Its foundation is an accurate volume forecast, expected AHT, an appropriate schedule and a realistic shrinkage allowance for breaks, training, meetings, absence and other non-contact work.

Queueing models such as Erlang C can help estimate staffing requirements, but they depend on assumptions. Results must be adjusted for actual customer behavior, repeated attempts, callback, skills-based routing and the variability of the operation. A plan will still fail if the right people start too late or lack the skills required by the affected queue. Scheduling must therefore account not only for headcount but also for languages, products, permissions and channels each agent can handle.

Occupancy: why maximum utilization is risky

When almost every agent is continuously handling a call or completing after-contact work, the queue has no buffer for random demand. Even a small deviation in volume or AHT can quickly damage Service Level. Sustained overload also increases fatigue, mistakes and employee turnover.

The appropriate occupancy level depends on the size and nature of the operation. It should not be set independently of call duration, queue structure, breaks and emotional workload. The objective is sustainable productivity, not filling every available minute.

Real-time queue management

Even a strong forecast cannot predict every event. An outage, unexpected campaign or sudden change in customer behavior can create a backlog. Real-time management should follow predefined thresholds and actions rather than improvisation.

A practical response sequence may include:

  1. checking whether reporting and routing are functioning correctly,
  2. comparing actual volume and AHT with the forecast,
  3. rescheduling non-urgent offline work when it is safe to do so,
  4. activating cross-skilled agents or additional staffing,
  5. offering callback and providing customers with clear information,
  6. escalating the root cause to the process owner,
  7. documenting the event to improve future forecasting.

A queue should not be rescued by skipping customer identification, shortening diagnosis or omitting case notes. These actions may temporarily reduce AHT, but they increase errors and repeat contacts.

Callback and self-service as part of the strategy

Callback allows a customer to retain their position without remaining on the line. It should operate as part of the same queue and have a clear fulfillment target. If the callback occurs too late or the customer attempts contact again in the meantime, the feature can create additional demand instead of reducing it.

Self-service and automation work well for simple, clearly defined needs such as checking a case status or finding basic information. Customers must still be able to reach a person easily. A well-designed omnichannel service preserves context so that switching channels does not mean starting the case from the beginning.

Service Level for email, chat and digital channels

In asynchronous channels, the SLA usually focuses on first meaningful response and resolution time rather than answering within seconds. An automated receipt should be separated from a substantive response. An immediate autoresponder does not mean the customer has received help.

For chat, important measures include time to start the conversation, time between replies and the number of concurrent sessions. Excessive concurrency can lengthen pauses and reduce quality. Each channel therefore needs a metric that reflects the real customer experience instead of a copied voice definition.

How to report SLA honestly and usefully

A report should show more than an aggregate result. It should also present the distribution over time and explain major deviations. A useful view includes Service Level, ASA, abandonment, volume, AHT, planned and actual staffing, adherence, FCR and quality.

Incidents, campaigns and process changes should be marked clearly. Without context, numbers can lead to an unfair evaluation of the team. It is equally important to distinguish between demand, staffing, technology and process issues, because each requires a different corrective action.

Common Service Level management mistakes

  • copying an 80/20 target without analyzing customer needs and cost,
  • evaluating only a monthly average that hides weak intervals,
  • using an unclear definition of short abandons and eligible calls,
  • planning from daily averages instead of the actual demand distribution,
  • failing to account for shrinkage and agent skills,
  • protecting the queue at the expense of quality, compliance or FCR,
  • keeping the team at unsustainably high occupancy,
  • treating an automated acknowledgement as case resolution.

A six-step plan for improving service performance

  1. Standardize definitions. Document how SLA, Service Level, ASA and abandonment are calculated.
  2. Analyze demand distribution. Review short intervals, seasonality and reasons for deviations.
  3. Validate the forecast. Compare planned volume and AHT with actual results.
  4. Match skills to demand. Schedule the right people in the right queues and periods.
  5. Define real-time actions. Prepare thresholds, decision owners and safe responses.
  6. Protect quality. Review accessibility together with FCR, QA, CSAT and repeat contacts.

Strong Service Level is the result of the whole system

Service Level is not solely the responsibility of an agent or workforce planner. It depends on marketing, processes, technology, the knowledge base, schedules, skills and business decisions.
